Patches for VMSTAR V4.4

Changes like these are expected to be included in the next version of VMSTAR.

• 2022-07-25    Replacement builder file fixes a problem with case sensitivity in modern MMS versions. This change affects only the automatic dependency generation, so a typical user would not be affected. (Its product file, DESCRIP_DEPS.MMS, in the kit is valid, but creating a new one could fail.)
